The paper was compiled ,for a seminar held under the auspices of the District Grand Lodge of North Queensland at Townsville by V.W Bro. Andy Grant for the purposes of assisting Grand and Dist. Grand Lodge. Senior Officers of the former were present at the conference on the May weekend.
